Add True/False flag to normalise N'ko punctuation:

U+002C > U+060C

For Manding languages (man) in N'ko script (Nkoo, 165): Mandingo (mnk), Dioula (dyu), Bambara (bm, bam), Malinke (mku, emk, msc, mzj, jod, jud, kfo, kga, mxx)
