Proc timer as cooldown text on overlays #309

Similar to #163, but for spell alerts.

Spell alerts could have an option to display the remaining time as text. The time would use the same information as time used for the progressive timer.

Players could choose to display either fading texture, or cooldown text, or both, or none. By default, only the fading texture option would be enabled.

In the long run, players might have the choice of setting up font family, font size, and an offset for the timer. The first implementation, however, should Keep It Simple Stupid and use a fixed font family, size and offset. Font size may scale automatically with Spell Alert's scaling option.
