Creat Forms (leads) permission

<I Can't find were I can give to a user the permission to create forms (Leads). ADM can´t create new forms "Permission required"

Steps to reproduce the behavior:

1. Go to 'POP UPS.'
2. Click on 'CREATE POP UPS'
3. Scroll down to 'Popus.' Complete de Form
4. See error - "Permission required"
