Proposal

Replace cosmiconfig with lilconfig

Pros

lilconfig is 48× smaller than cosmiconfig
has an identical API
is already used by projects like Tailwind, so it's not introducing a new dependency

Cons

Doesn't do YAML parsing out-of-the-box
