Issue Description

Frist, I deployed my local L2 chain by this document shows:https://docs.optimism.io/builders/chain-operators/features/custom-gas-token
Secondly, I successfully deposited ERC20 tokens to the Admin account.
At last, when I tested an transaction by metamask wallet, it failed instantly，never show the button to confirm.

I attempted on L2 which deployed by optimism. I want to use the ERC20 token which is from Sepolia as the custom gas token for L2, so it should be a normal transaction for L2

We tested transaction by code or metamask wallet, all got same result：insufficient funds for gas * price.
The balance is enough, and the amount value is only 1.

It sounds like incorrect gas scalar parameters are set on L1.

Do you have the deploy-config.json file that you used to deploy the chain and the address of the deployed L1 contracts?
