Issue Description

we have our devnet on Sepolia where we set the batch interval to 3 hrs.

however, we noticed that it send a bunch of blob commit txs every 3 hrs instead of a single one. does this imply we should decrease the batch interval?

what's the best practice for choosing a proper batch interval?

This should not be a problem caused by Batching Interva
