Issue Description

I'm deploying a non-Superchain OP chain, with the L1 on Holesky.

The documentation says we shouldn't use the default addresses for contracts under the chains.roles table -- but is there documentation on the recommended way to deploy those contracts (e.g. l1ProxyAdminOwner) in the op-deployer flow? Or are we simply supposed to use foundry for that?
