HMR and file watcher not working on windows #17
Description
This happened on an image dev-env rebuilt FROM sitespeedio/node:ubuntu-22-04-nodejs-20.17.0.1
Two things that didn't work.
Filewatcher wasn't updated the files used by the dev server.
HMR didn't kick off.
This is likely file change detection issue on virtual hosts.
