Skills are not localized on the registration form

Description

The form is available in EN/FR/NL/DE but not the skills. They are always in English. We want them to be available in all languages

Solution

• As we don't update skills, we could turn their names into localized string for now

Definition of Done

• The skills are localized in all languages on the registration form
