I am trying to host the boarding website locally as a test run, but want have all the users using 2FA so that I'm ready for the changes that are coming later in February (Apple imposed).

I have followed the 2FA guide here, but I don't understand how this relates to boarding in particular.

As per the Apple Guidelines, as long as the user configured within Boarding is not the Account Holder, 2FA is NOT required

Only developers with the Account Holder role (formerly the “Team Agent”) in the Apple Developer Program, Apple Developer Enterprise Program, or iOS Developer University Program need to enable two-factor authentication. Developers who are registered for a free account or who have other team roles are not required to enable two-factor authentication.
