Can you please provide the list of supported ciphers in fluent-bit for TLSv1.2 and TLSv1.3 to configure as part of outputs.conf using the parameter 'tls.ciphers'

This is provided via the OpenSSL version installed on the host.

The openssl version used on the host is

OpenSSL 3.0.2 15 Mar 2022 (Library: OpenSSL 3.0.2 15 Mar 2022)

Can you please let us know how we can confirm the list of supported ciphers based on openssl version because openssl version may vary based on the host.

I would encourage you to check the OpenSSL documentation and/or your OS provider for that information.
