flutter inspector does not open

Steps to Reproduce

Flutter inspector does not work.
I get the message:
Installing Devtools ....
If this takes more than 15 seconds, you can restart with these steps:
1: Remove this window from the sidebar
2:Open it again from View.

I tried this many times but never works

Flutter (Channel stable, 3.13.9, on macOS 13.5.2 22G91 darwin-arm64, locale en-GB)
