It looks like Nexus Mod Manager now officially has their repository on GitHub as well, and I wonder if NMM is maybe a branch of FOMM but more heavily modified? Would it make sense for FOMM to merge a lot of changes back in?

Nexus Mod Manager is very old fork of FOMM (may be rewritten from scratch)... If I am right, main developer of old FOMM is now working on NMM.
Right now I'm rewritting FOMM from a scratch, and hopefully will release it soon.

@niveuseverto Is there any plan to move to a newer dotnet version during this re-write (like dotnet 5+)?

I ask as newer dotnet versions supposedly support linux/mac and I was wondering how much work would have to be done for fomm to be cross platform. Is there somewhere to contribute to this re-write? I saw a couple branches
