How to handle initiative listed on two different pages

Need to treat status hierarchically to help decide what to do when initiative listed in two places (i.e. it's listed on the "qualified" AND the "pending-signature-verification" pages).

Failing backward, it would take the data from whichever was highest on the list, likely in the order of the qualification process, as follows:

1. pendingAG
2. cleared
3. pending sig verification
4. failed
5. qualified

...with the higher number taking priority
