Make it easier to add a new tag #385

Description
This is based on a feedback from Abbey.
in Ghost, if a tag doesn't exist, you can just type it in and hit enter and it adds it.
Currently, we have a separate "Add new tag" link. Can we change it to behave the same as in Ghost, as described above?
