Bump ansi-html and @angular-devkit/build-angular

Removes [ansi-html](https://github.com/Tjatse/ansi-html). It's no longer used after updating ancestor dependency [@angular-devkit/build-angular](https://github.com/angular/angular-cli). These dependencies need to be updated together.


Removes `ansi-html`

Updates `@angular-devkit/build-angular` from 0.1101.2 to 14.2.9
