Ability to setup scale limits for vector/WFS styling rules

Description

Dynamic Styling 2D/3D Vector Data

In both 2D and 3D views, vector data should support dynamic styling based on the current scale or zoom level
similar to how WMS SLD works.

The logic for applying styles will be handled entirely on the frontend

Acceptance criteria

• Vector layer's styling should contain scale limit
• On the map, the Style rule should be applied only to the selected scale range.
