improvement(frontend): automatically downgrade to medium mode

In the camera window, we should automatically downgrade from large mode (720p) to medium mode (360p) when more than 4 participants are sharing their cameras, so we can prevent excessive bandwidth usage.

Another improvement we could do is to use the lower resolution for every participant when the window is minimized.
