ci: Extra test plan for test server unit tests #6179

Note
The pull request "ci: Extra test plan for test server unit tests" was created by @philipphofmann but did not reference an issue. Therefore this issue was created for better visibility in external tools like Linear.
Only launch the test server for the extra test plan that runs the three unit tests that require the test server, so not all unit tests need the test server running, which could have side effects in CI.
