docs(changelog): Add 8.14.2 hotfix entry to main

The 8.14.2 backport release lives in `release/8.14`'s CHANGELOG but was
never carried over to main, so the file jumps from 8.15.0 straight to
8.14.1. Bring the section back so the history is complete.
