Include Cell Browser desc.conf fields in Tuatara #48

User story

As a cell browser data wrangler
I want to enter project information (e.g. GEO accession, publication, etc.) in one place
so that I can generate a desc.conf from the information in Tuatara (rather than having to enter it twice Tuatara AND desc.conf)

Definition of done

I can enter cell browser desc.conf information
AND use that information to build a desc.conf automatically

You can see the sample desc.conf here that has an exhaustive list of fields: https://github.com/maximilianh/cellBrowser/blob/master/src/cbPyLib/cellbrowser/sampleConfig/desc.conf

I don't think it's necessary for all of these things to get fields in Tuatara. Maybe we can talk about how to include the most important ones first.
