Port from Rails to Jekyll

This removes all the "sign in" functionality, unfortunately, but
fixes the site again and provides us with a more maintainable base.

All documentation, scripts, CI, etc. have been updated accordingly.

All translations have been (somewhat manually) ported over. I've tried
to directly link to the translated opensource.guide pages where
they have been also translated over there too.

A link and (no cookie) embed to the Open Source Friday YouTube playlist
has also been added.
