Copilot user management API description mentioned `Copilot Enterprise` for `Free, Pro, & Team`

If possible, we should put all references to Copilot Enterprise behind a conditional (such as {% ifversion ghec %}) to avoid confusion. Copilot Enterprise is only available for users on GHEC and should only be visible if the user has selected the Enterprise Cloud version of the docs.
