Allow all packages to build with global "-flto" or "-flto=thin"

Test that everything from core can be built with the user setting "-flto" or "-flto=thing" in their CFLAGS, CXXFLAGS and LDFLAGS.

Also check the build chains work for at least xorg-server, sway and Rust/Firefox.
