Prompt user to fill in empty fields when proposing

When a proposer is creating a proposal, if the proposal's title field is left empty, the proposal submits with "title" as the title. We should probably prompt the user to add in a title if the field is empty. Possible that it's also needed on the main description field, though that is less likely to be left empty.
