Allow mouse scrolling on PopupMenu to go up and down the list

FLStudio lets you use the scroll wheel to navigate through popup menu items. I really like how it physically moves the cursor/mouse position to the item's position, it looks really neat and feels great to use.

Is it a necessity? Absolutely not. Is it cool as heck? Ye 😎
