Layout ID conflict on Windows 11 prevents installation

On Windows 11, the installer fails if the layout with ID 00D0 is already in use. By default, this ID is occupied by the system layout:

German Extended (E1) (00020407)

Changing the layout ID to any free value allows the installer to work correctly.
Users can check which layout IDs are free in the registry at: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Keyboard Layouts

I think you can add an automatic selection of any free id so that this does not happen in the future

You can also specify in the readme that windows 11 is supported, because apart from this error, I have not noticed any other bugs. After launching install.bat requires a PC reboot, and the layout appears in the settings as usual

I don't use Windows anymore, so I wouldn't say it is supported in any capacity.
