Make project runnable without docker

Overview

This is needed for issue #344. Since the CI action runs inside a container, we would need our project to run without a container so that it doesn't create a nested-container situation.

Action Items

• modify project build configurations to also work without docker

• I got pretty close to that point one time just chatting with ai. I think it's a good place to start.
