What's the problem

Current behaviour

when creating a new team note, the share settings are set to owners only, and it cannot be changed

Provide steps to reproduce:

• click 'create team note'
• click 'share'
• observe that the read permission select is disabled and the write permission select only has 'owners' as an option, with the other options disabled

Expected behaviour

permission can be changed (and default permission should not be owners to begin with because the team default is not set that way)

I use HackMD on:

Desktop

• OS: mac
• Browser: chrome
• Browser Version: 135.0.7049.85 (Official Build) (arm64)
