Adding HAFS support for NCAR Derecho machine

Description

Currently, HAFS is not supported on the NCAR machine Derecho. Adding support for HAFS would enable users to leverage the capabilities of Derecho for running HAFS.

Proposed solution

1. Update the HAFS documentation to include instructions for running it on Derecho, including any machine-specific details.
2. Including necessary input files for HAFS and modify the HAFS configuration files to include Derecho-specific settings and paths.

Currently, I can compile HAFS on Derecho with spack-stack 1.8.0. However, I encounter some problems when running HAFS forecast component. I saw the python environment for HAFS on Orion has been changed to WCOSS_env. Why makes this change? Is it matter?
