EIP 7702: Implement Pectra JSON-RPC&Solidity tests based on Hiero specific behavior

Implement Hiero specific tests for EIP 7702, including

• real world examples and
• facade contract related tests.

These tests should be implemented against a working implementation of Pectra in a Hiero network.
