Prevent users from creating new projects

Request from Huly users: Permissions/roles settings to prevent users from creating new project (only project managers should be able to create new projects)

I think from the perspective of project managers who assign tasks to programmers. Now, if programmers can create their own projects, it may result in tracks that are not neat or created incorrectly. From here, we can set rules, but if we can set permissions more deeply, it will be much better.
