Add a skill about executable papers #4
Description
PyHC-Chat could subtly encourage users to write executable papers rather than traditional papers, if given a skill (explaining what they are and why to make them) that's invoked any time writing a paper gets brought up.
The skill should link to "Making an executable paper with the Python in Heliophysics Community to foster open science and improve reproducibility".
