Communications campaign for January proposals

Ensure there are clear and timely communications around what's happening in January: HSP-003 veNEAR Rewards live, the package of the Meta Proposals for Constitutional Docs going up for a vote, how consequential these are for the future of NEAR and how people should engage.

Expected outcomes:

1. Increase in amount of NEAR locked as veNEAR
2. Active participation in votes
3. Healthy debate on the proposals being voted upon

DoD:

1. Overall strategy planned in advance (who we want to reach, desired outcomes, key messages)
2. Detailed plan of activities with copy for key communications planned in advance
3. Execution of planned and ad-hoc communications before, during and after the voting period
