Setting for default browse action

As a Squeak and Algernon user who hates having more than three windows open at once, but fails to ever close them, I want to be able to use browse (existing) as my default browse action, in order to keep my world clear.

Acceptance criteria

• Add a new setting for the default browse action, which allows you to choose between browse (new) and browse (existing)
• Check whether there are other actions which should be affected by this setting as well

(There is a preference in Squeak which is responsible for exactly this, search for "reuse windows". One option would be to reuse this setting instead of adding a new one. Just FYIO. :-))
