The most likely root cause is a missing or incomplete Perl TLS/SSL runtime for HTTP::Tiny. Nipe’s status check uses HTTP::Tiny to request https://check.torproject.org/api/ip, and HTTPS support in HTTP::Tiny depends on modules such as IO::Socket::SSL plus a valid CA certificate bundle on the system.

If IO::Socket::SSL is not installed, not loadable for the active Perl version (for example after a Perl upgrade), or if the CA trust store path is unavailable/invalid, the HTTPS request cannot be verified and fails before reaching the API. Nipe currently maps that failure to a generic “could not establish a connection to the server” message, which can look like a Tor or firewall issue even when the real problem is the local Perl SSL/certificate stack.

On EndeavourOS/Arch, to install the system Perl SSL pieces:

$ sudo pacman -Syu perl-io-socket-ssl ca-certificates

Then verify Perl can load SSL + CA:

$ perl -MIO::Socket::SSL -MNet::SSLeay -MHTTP::Tiny -e 'print "SSL stack OK\n"'
