not working WP 4.9.8

Hello;

I tried using it to upload my XML backup of 170MB, in the process i stopped it (did not let it complete) then on its own it started adding the images, users and posts.

Then i reinstalled the site and left it to complete the process but it did not and throw the error message Whoops, could not upload file: HTTP error.

in my log i found the following

Here is my observation;

1. When you browse a file and selects it, takes few seconds to load/show (making it look like you have a freezing system)
2. Does not support/recognize GZIP XML file
