• Prepare client to consume threads from API

  This is to track the set of work needed to do some initial preparation and refactor in the client to make it ready to use a thread-savvy API service—in which case it may not load the entire annotation result set at one time. These changes could be made at any time, as they are concerned with adding in some abstraction in ways that wouldn't be detrimental even if we didn't change the API situation. This work was identified in https://github.com/hypothesis/client/issues/3401
