Add/Move Throttle_Scale cli variable to the battery profiles

It would be cool to have the cli variable Throttle_Scale in all the battery profiles.
Throttle_scale is very helpful to limit max current, especially usefull for LiIon cells.
To have the Throttle_Scale variable per battery profiles would make the usage of different cell numbers very simple and save.

Oh it seems to be present in Inav 4.1.0 cool :-)
