How to get to console?

I feel a bit silly asking this but I've searched high and low and I can't find instruction on how to get to the "console".

I have a handful of disconnected/offline devices that I would like to remove in bulk. Two submitted issues suggest going to the "console" and running a command to remove them.

The terminal doesn't seem to respond to any commands so I am guessing that is not the console. Any help is appreciated.
