[Feature Request]: `modify_title()`: rename `title` to `element`

Feature description

Rename title to element and change the default. This has to follow our renaming conventions: (i) introduce a new one + soft deprecate the old one and (ii) remove old one after some time.

The HTML title tag only accepts text value only, therefore changing the argument name to element could be misleading and may still cause inconsistency if the element argument for modify_title strictly for text.

modify_title(element = "teal app") # strictly to text/character
modify_header(element = tags$div(h3("Custom header")))
