i965 driver consumes much larger size to I-frame comparing to iHD driver

When I tried encoding 4k stream by chrome, the size of the first I-frame is 761949Bytes with i965 driver, but 115114 bytes with iHD driver. What differences come from? Can we reduce the size to the I-frame?

If you can provide the stream and other details from the chrome bug report (size variation ,quality drop etc), that would be great.
