Transfer objects from one assignee to another

Problem statement
Whenever an employee leaves the team or company who is also an assignee to some objects (e.g., applied controls, audit), the person cannot simply be deleted from the list of users, as this would leave objects without an assignee behind.

Expected behavior
It would be wonderful to have the choice to transfer objects to a new person (e.g., applied controls) or leave the historical value in a "hard-coded" state (e.g., on an audit).

Interesting and useful indeed to allow a batch transfer of all assignments from one person to another. The challenge is just the right pattern on the UI and who should be allowed to do that and on which scope.
