The IRIs in the issue do not reference the ontologies in the IOF. The are the prefixes for the IRIs that were changed to allow for migration of ontologies. See https://github.com/iofoundry/ontology/releases/tag/Release_202502

The IRIs for the ontologies resolve to the correct files on GitHub.

For example, the annotation vocabulary is https://spec.industrialontologies.org/ontology/core/meta/AnnotationVocabulary/ and it redirects to https://raw.githubusercontent.com/iofoundry/ontology/Release_202502/core/meta/AnnotationVocabulary.rdf which provides the annotation rdf file.

There are more documents for members of the IOF to advise on conversions to the new structure. If you are a member, I can point you to the relevant docs.
