Current behavior:
Polyfills are included when includeDefineCustomElements is true in config, even when includePolyfills is false.
Expected behavior:
the /dist/esm/polyfiles/core-js.js and /dist/esm/polyfills/dom.js files would not be included in the build of a consuming application
