Add reference docs and examples for iota::test_scenario and iota::test_utils modules

The current docs mention iota::test_scenario and iota::test_utils only briefly with a single code example.
To help developers understand these testing helpers better, add short explanations of their key functions (take_from_sender, return_to_sender, destroy, etc.) and link to their source files.
