Allow the users to pass a specific list of parameters for fitting

Modify the config file, so for a given measurement the user can optionally pass a `ParametersToFit` entry that is a list of the parameter names that they want to fit. 

Modify the `workspace_builder.py` to read this optional list and create workspace accordingly.
