Upgrading modules to include NCCL 2.29.2 and AWS-OFI-NCCL 1.18.0 requires

  • Adding NCCL 2.29.2 to isamrepo
  • Adding nccl-tests 2.17.6 to isamrepo
  • Adding AWS-OFI-NCCL package to isamrepo
