[Feat] Validate UseCase property combinations

Is your feature request related to a problem? Please describe.

There a specific UseCase properties which can only be used for specific types or target sources which isn't validated at startup and therefore can sometimes lead to unexpected behavior or runtime errors.

Describe the solution you'd like

Validate all valid UseCase configuration combinations and throw Exception during startup if invalid combination is detected.
Apply to dispatch and dms-service where useful (Demand still needs to be checked).
