Prevent removal when the attendee is in queue

If multiple user is operating on the `Moderate` page, and somehow one user was disconnected from websocket. The user may trigger a bug if he attempts to deleted a unprocessed user (which was already moved to queue by another user). 

Conduct backend check to prevent a attendee to be removed when the attendee is currently in queue.
